EXECUTIVE ORDER NUMBER 32

WHEREAS, there are a number of state agencies which perform law enforcement and public safety missions;

WHEREAS, the services provided by these agencies can be more effectively and efficiently delivered through a coordination of efforts, energies and strategies;

WHEREAS, there may be within these various departments and agencies duplications and redundancies which can be addressed so as to reduce costs without impacting the services provided;

WHEREAS, it is important that the functions and services provided by these groups not be impaired, limited or jeopardized during such reorganization; and,

WHEREAS, there are a number of different stakeholders who work with or directly benefit from the law enforcement and related services provided by these different groups within state government.

NOW, THEREFORE, based upon these considerations, and for other good and valid reasons related thereto, I Robert Bentley, Governor of the State of Alabama, by virtue of the authority vested in me by the Constitution and laws of the State of Alabama, do hereby establish and create the following task forces to undertake the duties outlined below:

1.  There is hereby created the Integrated State Law Enforcement Task Force (“ISLETF”).

a.  The following shall serve as members of the ISLETF:

i.    The Director of the Alabama Department of Homeland Security;
ii.   The Director of the Alabama Department of Public Safety;
iii.  The Commissioner of the Alabama Department of Conservation and Natural Resources;
iv.  The Commissioner of the Alabama Department of Insurance;
v.   The Commissioner of the Alabama Department of Revenue;
vi.  The Administrator of the Alabama Alcoholic Beverage Control Board; and,
vii. Any other person who may be appointed by the Governor.

b.  The Governor shall appoint a member of the ISLETF to serve as Chair.

c.  The ISLETF shall:

i.    Coordinate the law enforcement duties and responsibilities of their agencies and departments;
ii.   Identify the law enforcement missions of all state departments and agencies;
iii.  Identify the sources of revenue of each state law enforcement department or agency;
iv.  Identify other possible sources of revenue for each state law enforcement department or agency;
v.   Identify existing state law enforcement resources and capabilities;
vi.  Identify duplication of missions, functions, services and tasks;
vii.  Identify opportunities for achieving greater efficiencies and cost savings in the delivery of necessary services and shall strive to identify at least ten percent (10%) in cost savings in their departments and agencies for the state by October 1, 2012;
viii. Provide a written plan to the Governor no later than December 15, 2012, detailing their findings and making recommendations for any additional work necessary or any additional changes that may accomplish the more efficient delivery of law enforcement services by state agencies and departments; and,
ix.  Undertake such other and further tasks as may be assigned or requested by the Governor.

d.  The members of the ISLETF shall make available to the ISLETF any necessary information and personnel in order to accomplish the tasks assigned hereby.

e.  The Chair of the ISLETF shall have the authority to ensure that the law enforcement needs of this state are carried out in a coordinated manner by all state agencies.

f.  All state agencies and departments shall cooperate in this effort.

g.  The ISLETF shall begin meeting within 14 days of the signing of this Executive Order.

2.  There is hereby created the Law Enforcement Stakeholder Advisory Task Force (“LESATF”).

a.  The following shall serve as members of LESATF:

i.    The Pro-Tem of the Alabama State Senate or his designee;
ii.   The Speaker of the Alabama House of Representative or his designee;
iii.  A representative of the Alabama Sheriffs Association;
iv.  A representative of the Alabama Association of Chiefs of Police;
v.   A designee of the Governor’s Office;
vi.  The Director of the Alabama State Personnel Director Department or her designee;
vii. Any other person who may be appointed by the Governor.

b.  The members of LESATF shall select their chair.

c.  The LESATF shall:

i.    Analyze the law enforcement functions of the state;
ii.   Analyze the law enforcement services currently provided by the state;
iii.  Analyze the law enforcement needs of the state;
iv.  Analyze the impacts of potential changes identified or recommended by ISLETF;
v.   Recommend any legislative changes that may be necessary to implement any recommended changes;
vi.  Provide such other and further assistance and input as may be requested by the Governor.

BE IT ORDERED that nothing herein should be interpreted as creating a governing body or board of any instrumentality of the executive department of the state.

BE IT FURTHER ORDERED that this Executive Order shall become effective immediately upon its execution and shall remain in effect until amended or modified by the Governor.
