Governor Bentley Appoints Clinton Carter as Finance Director

MONTGOMERY – Governor Robert Bentley on Friday announced Clinton Carter has been appointed to serve as Finance Director. Carter previously served as the Deputy Finance Director during Governor Bentley’s first term from 2011-2014.

“I am honored to have Clinton return to my administration and serve as my Finance Director. Clinton did an outstanding job when he served during my first term,” Governor Bentley said. “In 2012, Clinton was the architect of my initiative to achieve one billion in annual savings by the end of my first term through a combination of agency streamlining and realignment, strategic legislation and government right-sizing. Clinton is a strong asset and I am looking forward to discussing his ideas.”

Carter, a Huntsville native, has an extensive knowledge of investment management, debt management and strategic consulting. Most recently Carter served as the Vice President of Business and Financial Affairs and Chief Financial Officer for the University of North Alabama. While at UNA, Clinton led the University’s financial and operations efforts while overseeing budgeting, debt management, real estate, investments, purchasing and human resources, along with the central operations of the main campus.

“I am truly honored and humbled that I have the opportunity to once again serve the people of Alabama as part of the Bentley administration,” Clinton Carter said. “I welcome the opportunity to continue implementing the Governor’s vision to ensure the Finance Department is protecting the financial interests of the state.”

Carter is replacing Bill Newton. Newton has served as Acting Finance Director since June 2013. Newton will return to his former merit position as Assistant Finance Director.

“I really appreciate Bill’s willingness and dedication to serve as Acting Finance Director,” Governor Robert Bentley said. “Bill had the right experience and knowledge to lead the Department of Finance until a permanent director was appointed.”

“Serving as Finance Director for Governor Bentley has been an honor. His administration has had success in addressing the many challenges of state government,” Bill Newton said. “I am sure that he and his cabinet will continue to do good work for the remainder of this term.”

Carter’s appointment is effective October 1, 2016.
